At the end of FY 2006, the tally of medical license applications became the highest annual number the Texas Medical Board has ever recorded: 4026 applicants, up 35 percent over 2005. The spike in license applications is a result of improved stability in the medical practice environment in Texas, likely a result of tort reform adopted in 2004 by the Legislature and the subsequent passage of Proposition 12.

The unprecedented rise in medical license applications has presented a challenge to the Texas Medical Board. Because of inadequate legislative funding for the TMB, the record-high number of license applications did not result in a parallel record-setting number of new medical licensees. Instead, 2516 new licenses were issued in FY 2006, the fifth highest annual number since at least 1988, when TMA began tracking new licenses. This increase in new licensees was down 7 percent from 2005, when 2692 were added. This was not a result of a reduced number of applicants but rather insufficient resources for processing the increased volume.

This Legislature is considering bills that would increase funding for the Texas Medical Board so it could reduce the backload of physician applications. As of mid-April, the TMB had some 2400 license applications pending—about a year’s worth of physicians. The TMB is funded by medical licensure fees, most of which go into the state’s General Fund. Legislation has been introduced that would return more of those fees to the TMB, whether through a change in allotment or an increase in medical licensure fees.

The number of physicians starting or joining practices in Dallas County is increasing drastically. Each quarter, the TMB sends Dallas County Medical Society a list of newly licensed physicians in the area. The DCMS president then writes the physicians to congratulate them and welcome them to the Dallas area, and to inform them about DCMS membership.

As a DCMS member, you know the benefits of membership and can easily share these new physicians. Below is a list of the newly licensed physicians who have not yet joined DCMS. Please review the list and reach out to those physicians who have joined your practice, attend your specialty meetings, or work in your facility and encourage them to join DCMS and TMA.

Remember how you felt as a newly licensed physician, whether you were new to Texas or Dallas County, had just completed your residency/fellowship and were starting your own practice, or were joining a large group/hospital setting. Would you have appreciated someone reaching out to you?
